Janik von Rotz edb4822012 feat(images/odoo): optimize enterprise module download and update dependencies

- Refactor download-git-archive script to skip redundant downloads using .last_ref tracking
- Enforce bash coding conventions: lowercase variables, proper quoting, and modern conditionals
- Update enterprise, odoo, and themes submodule references
- Bump Python version from 3.10 to 3.11 for version 17.0
