feat: Implement IndexedDB-based persistence for TimeSeries data

- Added README-PERSISTENCE.md for documentation on IndexedDB chart data storage.
- Introduced namespacePersistence.ts for namespace integration helpers.
- Created storageManagement.ts for managing IndexedDB storage utilities.
- Developed timeseriesDB.ts for the persistence layer using IndexedDB.
- Implemented timeseriesPersistent.ts for a persistent TimeSeries implementation.
- Enhanced existing functionality to support automatic data persistence and historical data loading.
