- Create `install-hugo`, `dev-hugo-site`, `build-hugo-site`, and `serve-hugo-site` scripts in `bin/`
- Add Hugo configuration variables and command descriptions to `docs/library.md`
- Update `task.template` with new Hugo help rows and section headers
- Include short aliases (`ih`, `dhs`, `bhs`, `shs`) for Hugo commands
